Dont matter about experienced admins who got thier lvl by hardwork .... Jobless guys. They will do anything you dont care!!! Lvl sale!!! Dont miss it.

Level 1 is the donators status and if they are not doing well then they wont get promotion.
We know that level 1-3 are newbies and those levels are having less commands. And if they are abusing their power then without any consideration they will be demoted to level 0.
