u was not needed to apply here just tell admins they will see in forums that u are accepted or not.then they will say u to sell all your stuffs.after that they will create your new account and then u they will transfer your stuffs  to your new account.
note!:for changing name i think admins should be at least level 3 to change name and only level 10 can promote you.
