Who can decide where player can play is the own player.  As i know. IF player is an Admin he can'tplay in both. or can but with level 0.

It is not allowed to have an account on the both servers with STUFFS. (Houses, vehicles, bizes, etc)   [FOR ALL THE PLAYERS AND ADMINS]

But sometimes, there are admins who get the permission to be admins on both servers.
