Yea Catarina needs little bit punishment and Simon's Decision is Perfect.
Ohh She Forget her Pass o_O But There is Option to Recover your Password & If she really want to use forum then She can Contact Any Forum Admin/Management To Recover his acc. And Baning People for Disrespect is not good way.
And Also Simon Can Demote Him For Reason: Not active in Forum, IRC & Break Admin Rule ( There is a Admin Rule To Be Active On Forum/IRC/Server )
So Better To Lock This Topic and Be Happy at Level4.
