This bug has been reported multiple times ,some commands that include an action with another player only work on IDs 0-10
If used on ID 11 or higher it switches the command to ID 0.

This Zeldaboss guy is ID 107 as you can see..
The message that was written to you says that you can't handcuff nikita_linkevich who is ID 0
Since the command was used on a player with an ID higher than 11 it switched to ID 0.

Management will fix this bug as soon as possible ,so please deal with it for some time.
