You could inform any admin somehow (IRC, forum, server, facebook, etc), and he could tell it to all the other admins, or watch him by himself.

Now, when it's public on the forum, the suspected rule breaker / hacker (by you) might have an account on the forum, with another name, and now he can be more carefully when he breaks the rules, or using hacks.
