Yep , that question is really frequent.
Maybe make a command at server? /yg or /ygapply that shows the rules and/or requirements to join or says "you haven't been online for 1 month!" if they haven't.
Would be MUCH easier than explaining it through SHORT PMs or main chat with everyone chatting.
