Add a few CMD rules

Add a few CMD rules
/RuRules /EsRules /DeRules /FrRules /PhRules and so on.
In addition to the translations of the rules, add there the mini-help
registration: /register YourPassword
get vehicle: /veh
teleporters: /tmenu

make eg rerouting yg-gaming.com/languages/
specifying www.rbtdms.smffy.com/index.php?board=51.0 (Other Languages)
This will contribute to the development of the forum, and simplifies help.
Any skilled player who made the command /country ID, can help a beginner single command /??Rules

Online translators bear often nonsense, but not the correct translation.
