I have reinstalled smap about 10 times any other solutions  ??? ??? ???

It's "RC" version, which means BETA SA-MP version. The servers now is "R" version which means full SA-MP version, download SA-MP 3x version from:
http://sa-mp.com/download.php

EDIT: Didn't view the problem is mentioned as "fixed", but still keeping this reply as the author himself hasn't notified.
