Giving admin to new boys

I think that management shouldn't give admin lvl to a random guy donated.   
Tell him at least what to do or give him some other cool features like /fly or other cool stuff.

There should be made the level 1-3, or maybe only level 1, for ONLY V.I.P Members and donators.

That it will be their level, and that they won't be able to get any promotion to admin rank, by donating, and they WON'T have ANY administrating command.

Level 1 is the donators status and if they are not doing well then they wont get promotion.
We know that level 1-3 are newbies and those levels are having less commands. And if they are abusing their power then without any consideration they will be demoted to level 0.
