player called : EVADER can be banned? SOLUTION?!

dear people of the YG server,

As some people may already know there is a guy in 0.3e server called : EVADER. He calls himself EVADER because he can unban himself.
Well many admins ( uncluding cobra ) banned him trippe banned him and kicked him. Never of that worked because he keeps changing his ip.
Well i found it who he is! Evaders real name in rea life is : jesin jose. He is 11 years old and lives in macedonia. He dont have an router and his ip keeps changing. He runs an own server. The server he runs is not really big. When you join it it only says : welcome to server!. (And please YG owners im not advertising im helping you) Well as many people banned his ip didnt worked maybe you can ban the ip that his server is running on? I dont know alot about ip and stuff but i do know that the server only runs when his computer is online and is connected to the internet. So does that mean if you ban his server that himself would get banned to? I already said i am not smart in this kind of things but maybe you guys know if it works or not! Well if you want to know the ip the server is running on i cant tell it! Because i already got banned by operator for advertising and i dont want to take that risk again! I will only tell the ip to the YG owners if they ask for it. And if they ask for it i will send it by an PM through the site. I hope someone that is smart is with ips ( i hope devian ) can answer this topic. Because the main question is : if you ban his servers ip will he get himself get banned from YG servers?

what u say doesnt means nothing my friend....u can ban his server ip but not his ip if he keeps changing it..
