I think there's no need of permission for that,the only thing is that you'll not get Board on Forum for dat 
atleast that's what happened when i wanted to start a Gang :/

hmm i know that we need permision coz if we make the cop gang if we didn't get permision they will stop our gang but just we need permision i am a member of that cop's gang  i am the captian the second rank and first is chief that is [YG]Red_Hunter tag [RP]

For that to happen, the player must be level 7+

[YG]ReD_HunTeR is level 6, and well lets see what happens..... But Magic and i can both /jail, cuz i'm lv 9 and his lv 10. We're the only ones who actually can.
