0.3c server is locked till upgrade!

0.3c server got some problems in house, vehicle and business system, due to that we cannot open the server at the moment.
Unfortunately no backup was taken. So that we have decided to open the server in new SA-MP version (3x) with new updated script.

Nope, they aren't includes. But there are natives around the MySQL include to perform those functions. And also, there's different kind of INI systems and each of them has includes to execute those functions in script. Currently, these aren't just because of includes there's being a reset, it's because the complete database is being changed. Before, to edit your accounts; they could just go to FTP as it's INI. Now, it's MySQL. It has separate database.
