@Counter,
It is able to create mods.
Even you can create it.

I've created two cheat codes for Gta Sa Cleo supported.
1) Turbo.
If that cheat is activated,then our car will go in speed boost/acceleration.
2) Glowmeup
  Player will be glowing with flames.


Go to Mod help section and check my new post.
From that,you can learn some basics.
